With funding from the Unites States (US) Department of State, the U.S. President’s Malaria Initiative (PMI) Evolving Vector Control to Fight Malaria Project (PMI Evolve) supports the planning, implementation, and monitoring of malaria vector control programs, including insecticide-treated mosquito nets (ITNs), indoor residual spraying (IRS) and essential entomological monitoring required to make vector control decisions. In close collaboration with the National Malaria Control Program (NMCP), and the county governments of Busia and Siaya, PMI Evolve Kenya seeks to recruit Information System Assistant professionals in different fields to support in implementation of Indoor Residual Spraying (IRS) in all the  eight  sub-counties in Busia County namely; Bunyala, Butula, Matayos, Nambale, Samia, Teso North, Teso Central and Teso South; and all six sub-counties in Siaya county namely; Alego Usonga, Bondo, Gem,  Rarieda, Ugenya and Ugunja.

Position:          Sub County MEL and Information System Assistant (REF: SMEL&IS/001/2025)

Supervisor:  Monitoring, Evaluation and Learning Manager

Location: Siaya and Busia County, Kenya

Number required: 15 (6 in Siaya and 9 in Busia)

Overall, Purpose:  

The Sub County MEL & Information Systems Assistant will play a vital role in the successful planning, implementation, and review of the Indoor Residual Spraying (IRS) campaign at the county and Sub- County level. Under the direct supervision of the MEL Database Manager, he/she will support pre-spray preparation, campaign-time data collection and monitoring, and post-campaign data management and reporting.

This role merges Monitoring, Evaluation, and Learning (MEL) expertise with Information Technology (IT) support to ensure high-quality data collection, system functionality, and overall campaign performance. The role encompasses team work with PMI Evolve staff and Support staff.

 Key Responsibilities for the Information System Assistant Job

  1. DHIS2 & Digital System Configuration
  • Support the setup, testing, and routine maintenance of the DHIS2 platform and mobile data collection tools used throughout the IRS campaign.
  • Assist in configuring data collection forms, dashboards, and supervisory checklists for use by field teams.
  • Troubleshoot and resolve technical issues in data systems in collaboration with MEL/IT teams.
  1. Mobile Supervision Tools & Inventory Management
  • Oversee deployment and configuration of mobile-based supervision tools for use by spray team supervisors and quality assurance monitors.
  • Monitor the flow of real-time performance by monitoring data from mobile tools and flag anomalies or gaps for quick resolution.
  • Support management of the inventory of IT equipment and reconcile after the campaign.
  1. Data Quality Monitoring & Field Support
  • Support the planning and execution of internal Data collection and verification (DCV) and validation at the field level.
  • Provide technical mentoring and guidance to site-based MEL assistants, ensuring understanding of key indicators and correct variable entries.
  • Conduct spot checks to verify GPS coordinates, completeness, and consistency of data entries.
  • Ensure timely reporting on IRS campaign coverage and field performance for management use.
  1. Systematic Field-Level Support
  • Conduct field visits to provide hands-on system troubleshooting, refresher training, and digital support during campaign operations.
  • Liaise with MEL teams to ensure smooth flow of data and technical feedback.
  • Mentor and support field teams on proper indicator definitions and data capture techniques.
  1. Collaboration & Reporting
  • Actively participate in MEL review meetings to share data insights, system issues, and field support outcomes.
  • Prepare brief technical reports highlighting trends in system performance, data quality issues, and system usage metrics.
  • Document lessons learned, challenges faced, and best practices for future campaigns.
  • Support post-campaign debriefs.
  • Perform any additional responsibilities assigned by the MEL Manager in support of data and system integrity.

Information System Assistant Job Qualifications & Experience

Educational Qualifications

  • Minimum of a bachelor’s degree in Biostatistics, Statistics, Public Health, Epidemiology, Data Science, Computer Science, ICT, or any numeric or computer-related field.
  • Additional professional training in MEL will be a distinct advantage.
  • Candidates with mixed expertise in ICT and significant MEL experience may also be considered.

Professional Experience

  • Minimum 2 years of relevant MEL/IT experience; 1 year of experience in IRS is highly desirable.
  • Experience in data management and supervising field/data entry teams.
  • Proficient in mobile data collection platforms such as ODK/Kobo Toolbox.
  • Knowledge and hands-on experience with DHIS2, Tracker App, and GIS/GPS
  • Familiar with MS Office, Data visualization tools and other database applications.
  • Familiarity with DHIS2 systems, and completion of free DHIS2 course on https://academy.dhis2.org/ is an added advantage.
  • Ability to analyze data and translate findings into practical insights.

  • Able and willing to reside within the duty county and conduct frequent field visits.
  • Flexibility to work 6 days a week (Monday–Saturday) under tight deadlines.
  • Capacity to work independently with minimal supervision and deliver high-quality outputs.

NB: These positions will be on a short-term contract, not exceeding   two (2) months, and/or on a need basis.
